Sunday's freezing rain and high winds caused power outages, fires and school closings throughout Macomb, Oakland and Wayne counties. Except for one incident that impacted Macomb and Oakland County in 2003 - severe weather has been the cause of the biggest power outages in U.S. history. The power outage in Puerto Rico, which seven months later is still impacting residents on the island, tops the list.
